    Target exceeded (206%). The value reflects the number of IDU clients (including an estimated 2-5% codes that duplicate among implementers) who received services in outreach and in the low threshold clinic since the beginning of the Rd6 program. The target is overachieved because of the following reasons: the initial target (in the original proposal) was underestimated; it was based exclusively on the outreach results from the spots active under Rd2. During Rd6 however, new outreach spots developed, and the reports included also 1) SWs who were IDUs (from the prevention program among SWs) and 2) IDUs who started to attend the low-threshold clinic established in Bucharest at the beginning of Rd6.     Target exceeded (112%). The value reflects the number of female street sex workers (unique codes) who received HIV prevention services since the beginning of the Rd6 program. The target has been overachieved due to an increase of mapping activities for new outreach spots during the Phase II of the program. Implementer: ARAS.     Target exceeded (130%). Both ACCEPT & PSI target MSM from the same 10 cities. ACCEPT reaches them through face-to-face outreach interventions, while PSI through online IEC. Therefore, the value counted for the key indicator represents only the number of person-contacts reported by ACCEPT. Besides ACCEPT, PSI reported 86,225 person-contacts in Q1-Q12., representing: # of chat room users who engage in discussions with the chat moderator (2,209) + # of users of the online portal (78,943) + # of online users (hi5.com, plantromeo.com) with MSM identified personal profiles, who receive sexual health messages (2,309) + of recipients of the email newsletter Total Gay (same 2,764 throughout the program). All the online content is related to sexual health, HIV prevention, referral to and information about health and psychosocial support services. Using a badge-distribution system (inspired from the capture-recapture method) PSI & ACCEPT reached from Q6 to Q10 reportedly 1,750 MSM counted as unique individuals. Implementers: ACCEPT & PSI. Geographic coverage: counties of Bucharest, Cluj, Constanta, Dolj, Timis, Mures, Buzau, Brasov, Galati, Iasi and visitors of the online prevention resources.

    Target exceeded (158%). The value represents the number of individual Roma persons participating in group IEC sessions organized in their communities. The three implementing organizations worked in different counties (there is no risk of clients' overlap). The target is exceeded due to the multiplication of the project locations: Save the Children increased the number of project villages/neighborhoods from 15 planned to 56, DGASPC Hunedoara added 4 new locations during Phase II to the initial 4 locations.     Target exceeded (159%). Services have been offered in more locations/outreach spots than initially planned. Moreover, the number of children and youth who live temporarily in the streets (i.e. just during daytime, sometimes at night, youth running from institutions etc.) was larger than anticipated by ARAS at the time of the proposal writing.     Target exceeded (364% ). The Phase II sub-grant agreement has been signed only at the beginning of January (Q11). Since the approval of the Phase II grant, MAI postponed several times the signing of the contract because of the instability that governed Romania's political scene during the second half of 2009. The name of the indicator has been change in Phase II, from "Number of injecting drug users (IDUs) and commercial sex workers (CSWs) temporarily in police arrests reached with HIV prevention programs" to "Number of people from vulnerable groups temporarily in police arrests reached with HIV prevention programs". Under the new definition, the indicator reflects: the number of IDUs (1.366) and SWs (9) reached with specific IEC materials, the number of non-injecting drug users (167) and people from other vulnerable groups (Roma, street children and youth, young recidivists, etc. -8.660) reached with HIV prevention IEC materials for the general population (brochures and posters).     Target substantially met (99.8%). The condoms distributed are from different sources: GF funding (3.354900 units), donation from John Snow Institute, donation from Trojan, donation from PSI. Among prisoners, have been also distributed 124,940 lubricants (123.300 units from GF funds).     "The baseline refers to national data and represents numbers of HIV tests carried out. However, the indicator will measure the number of individuals taking voluntary HIV tests in the areas of program coverage. IDUs, Roma and CSWs will be tested with HIV rapid tests (as part of the community outreach activities), while prisoners will be tested with ELISA tests in prisons. Break-down of cumulative targets by vulnerable groups will be available upon sub-recipients' selection.

    For IDUs, SWs and Roma: Target substantially met (90%). HIV rapid tests among SWs, IDUs and Roma have been provided during outreach sessions and in a low-threshold clinic. Starting Q8, HIV and HVC rapid tests have been provided to MSM during special events targeting this population (summer camps, prevention campaigns). Implementers: ARAS (for SWs, IDUs, Roma), ALIAT (for IDUs), ACCEPT (for MSM). Geographic area: counties Bucharest, Ilfov, Constanta, Timis, Dolj, Arad, Bacau, Brasov, Cluj, Iasi, Neamt.
    For prisoners: Target exceeded (118%). During Phase I the project has been implemented by the National Anti-drug Agency (ANA). ANA underwent several organizational reforms in May 2009, therefore, starting Phase II the project has been taken over by the National Administration of Penitentiaries. NAP recovered the Phase I delays and achieved 100% its Phase II indicators on HIV testing. Besides the HIV tests, 4.000 prisoners received also testing and counseling of HCV during Phase II. Implementers: ANA (Phase I), NAP (Phase II). Geographic coverage: all 38 penitentiary units in the country.

SDA6: Care and support: Care and support for the chronically ill

  • Number of young people living with HIV/AIDS reached with information and education activities within the "Education for life" framework

    "The ""Education for life"" services include provision of information, education and counseling on family planning, unwanted pregnancy, drug use and STI prevention. The activities will be implemented in out of school settings.

The number of new HIV cases registered during the period January - December 2009 is 219. The resulting case notification rate is 10.1 (calculated for a total population of 21,462,000 inhabitants).     The indicator value is calculated as: NUMERATOR (55): # of IDUs who have adopted behaviors that reduce the transmission of HIV (used condoms at the LAST sexual contact and a used sterile syringes at the LAST injection). DENOMINATOR (385) # of IDUs who injected drugs and had sexual intercourse during the last YEAR. The indicator was measured in 2009 (January - March 2009) among IDUs in Bucharest. The Phase II value of the indicator will be determined using a BSS study and will be reported in the Close-out report (target set for Y3: 20%).

    The reported value for Phase I is calculated as: NUMERATOR: # of SWs from Bucharest and Ilfov who report using condoms all 10 last sexual contacts (regardless of the TYPE OF CONTACT - oral, vaginal, anal). DENOMINATOR: # of SWs included in the sample from Bucharest and Ilfov. Following a data base check in Q11, a new value was calculated: 54% (110/204), instead of 50% initially reported. The same for the second consistency indicator that uses as a denominator "# of SWs from Bucharest and Ilfov who report using condoms all 10 last sexual contacts (regardless of the type of PARTNER - regular, occasional, client)". The re-calculated value is 40% (82/204), instead of 58% initially reported. In the next BSS we will follow-up with both indicators, to assess the progress of the program. The data has been collected in 2009 (May-June) among street-SWs in Bucharest. The Phase II value of the indicator will be determined using a BSS study and will be reported in the Close-out report. We identified an error in the approved PF Framework regarding the Y3 target: the 37% is lower than the Phase I value (54%); we therefore propose to aim for a 10% increase of the indicator, leading to a target of 59.4%.

    The indicator value is calculated as: NUMERATOR (219): # YPLWHAs reporting condom use at THE LAST SEXUAL CONTACT (regardless of the type of the partner); DENOMINATOR (335): # of YPLWHAs who reported having sex during the last 12 months. The original numerator ("# of YPLWHAs reporting consistent condom use with all partners during the last 12 months") cannot be extracted from the data, because of a translation that narrowed down broad term "ALL the partners" to the Romanian "toti partenerii stabili" (all the REGULAR partners). However, the original numerator will be included in the next BSS, while for the program progress the above presented combination of numerator/denominator will be used. The data has been collected from February 22nd until April 6th 2009, 600 YPLWHAs (aged 18-24). Source: Behavioral Survey among Young People living with AIDS in Romania, 2009, research report.
