“Inclusion and Health in PORT (Hârșova) through Education, Arts, and Sports” actively contributes to increasing economic and social cohesion at both the national and local levels, as it proposes health and non-formal education interventions specifically aimed at disadvantaged children and parents or those at risk of social exclusion.

The project is supported by a grant of €582,361 offered by Iceland, Liechtenstein, and Norway through the EEA Grants under the Local Development Program.

The project’s objective is to enhance the inclusion and social empowerment of the Roma in the Hârșova administrative unit (UAT Hârșova) through interventions that encourage increased access to quality medical services for children, non-formal activities that lead to reduced absenteeism and school dropout, combat ethnic discrimination, and increase the active participation of Roma individuals in community decision-making.

Objectives

  • Increase, by the end of the project, access to quality health services for a minimum of 400 schoolchildren in Hârșova, of which at least 75% are of Roma ethnicity.
  • Develop life skills for at least 500 vulnerable children and young people in the Hârșova administrative unit (UAT Hârșova), including 400 Roma, through the provision of non-formal educational activities.
  • Increase, by the end of the project, the level of awareness regarding legal rights and the competencies in child care and education for 80 vulnerable parents, including at least 30 Roma women, through the delivery of a parental education program with awareness and empowerment components.
  • Promote social inclusion and combat any form of discrimination against Roma by training 10 socio-educational animators, 60 professionals/strong> from the local public administration (APL), 25 community leaders, and 10 young Roma participants in a study visit.

Activities

Through the proposed activities, the Hârșova City Hall and the Romanian Angel Appeal Foundation aim to implement sustainable interventions for vulnerable communities in Hârșova, promoting an intercultural approach.

The non-formal educational activities and the information campaign aim to increase intercultural competencies and the level of awareness regarding the cultural differences existing in the community. These will be directly utilized throughout the project implementation in all organized activities.

Additionally, the proposed activities aim to increase tolerance and the level of acceptance towards the Roma community by the general population. Simultaneously, by involving Roma community representatives in training activities, the project seeks to promote messages of social responsibility and respect for civic rights and obligations.

This integrative approach will also be highlighted through the materials produced within the project.

The project targets the Roma ethnicity as the main group (individuals and families) but does not exclude individuals belonging to the majority population who live in similar socio-economic conditions in Hârșova. Therefore, most activities will target the community as a whole, emphasizing that the issues faced by Roma families are also the problems of other vulnerable groups.

Furthermore, the project proposes identifying viable solutions to increase the active participation of young people in community life, including Roma youth. Thus, young people will be trained and will be able to practice methods and techniques of active participation throughout the project implementation period.

The project will be implemented from January 1, 2022, to March 31, 2024, in Hârșova, with a total budget of 592,134.78 lei.
